First Install Galactic and get that working. (http://www.cs.ucr.edu/~jimv/progs. html) Unzip this zip file (use -d) into the galactic directory. Add in the given pe universe by adding the line

pe           Pocket Empires

to the gal.lst file in the main galactic directory. You may now browse the pe universe and read the on-line notes. To add the actual hooks in, add the following lines

P        - 80 pe Empire
T        - 84 pe Turn

to the "Text Sector Map" section of the galdata\galhooks.dat file and the following line

P        - 80 pe World                 1

to the "Subsector Map" section of galdata\galhooks.dat.
