The capitol of the Rebin Empire and off limits for most Rebin citizens, this world is artificially restricted to the estates of the ruling nobles and their households. Hence Ande is protected by the very best of Rebin Naval forces referred to as the 'Fleet Control Arm'. Courier traffic is heavy as dispatches are carried between the 'council of ladies' housed in the 'Helena St Margrave' grav city, a technological triumph that floats high above the palace of the Empress Claudia Nikiski to allow comfortable breathing of Ande's dense atmosphere. The Palace is presently nothing more than a symbolic, ceremonial building and an administrative centre since the empress decided to live permanently in orbit). The 'Innocent' yards stands in geo-stationary orbit above the palace of Rebin, and manufacturers vessels up to 100,000 tons in size. Workers in the system are non-permanent inhabitants frequently rotated every 3 months between Ande and their Rebin homeworlds.
