Courier traffic is heavy as dispatches are carried between the 'council of ladies' housed in the 'Helena St Margrave' grav city, a technological triumph that floats high above the palace of the Empress Claudia Nikiski to allow comfortable breathing of Ande's dense atmosphere. The Palace is presently nothing more than a symbolic, ceremonial building and an administrative centre since the empress decided to live permanently in orbit). The 'Innocent' yards stands in geo-stationary orbit above the palace of Rebin, and manufacturers vessels up to 100,000 tons in size. Workers in the system are non-permanent inhabitants frequently rotated every 3 months between Ande and their Rebin homeworlds.
