The current empress, naturally heads the government and is advised by the council of ladies, made up of the ruling Matriarch of each noble house within Rebin Space, as there are several, one for each member world. Naturally the ruling houses all have estates on Ande (the nominal capitol of the Empire) in addition to their family homes/habitats on each member world.

The ruling matriarch of each world is also the commander of the local Fleet Control Arm's Passive Wing and Planetary Control and Defence Arm. The empress is of course the commander in chief of all military forces having direct command over the Active wing at all times and all other Rebin citizens/institutions. To refuse a command of the Empress is to sign your own death warrant.

The council of ladies is not a democratic institution as most issues are decided by majority opinion or consensus, the empress's decision being final and not to be disobeyed.

Member worlds have their own local governments of females that make decisions through a variety of processes (some democratic) before asking the ruling Matriarch or her representative (if at court) to ratify them.

Fleet couriers are frequently seen entering and leaving the Ande system carrying important dispatches and ratified decisions. These couriers have typical performance of 6G m-drive and J-3 potential and are considered part of the Active Wing of the Fleet Control Arm.
