There was an uneasy truce after the first (Civil) Santry and Cordova war. As the early empire expanded word reached these pocket empires of the new power. Tensions rose, partly on the understanding that when the new power came they would enforce the status quo. This lead to a pre-emptive war where each tried to maximize their holdings before formal contact.
